Welcome To "The Year Of The Rat"

Tet is officially over. Vietnam is now in the year of the rat. There is an expected increase in birthrates this year. It is believed that this is a lucky year to be born in. Isn't it ironic that this year American adoptions could come to an end during a year of expected rise in birthrates? The Vietnamese government has begun a family planning crusade to try to control the population for this year. Hopefully, this plan for population control will include VN conceding to meet regulations of the Hague Convention;thus, helping to improve the prospect that the US will resign the bilateral agreement which could rescue thousands of orphans from a childhood spent in an orphanage.
