I have read the above internet site a few times but recently have avoided it due to the negativity. I'm also not sure about the validity of all the information on the site. This post was however, very informative and encouraging. A meeting was held in DC in November and some progress has been made to improve the situation in Vietnam. One of the dates for implementing system changes is to occur in June 2008. This is months after the due date of March 2008 for the letters of intent to continue adoptions between the US and Vietnam. I can only hope that this means both countries have plans to submit that letter in March and forge ahead with adoptions.
