On March 21, the embassy of Kazakhstan announced that they will no longer be processing new dossiers. As is the case with Vietnam, Kazakstan needs to review adoption procedures and improve the quality of adoptions. Our agency has really been focusing advertising and providing information about adopting with Kazakhstan. They recently went there and invested in orphanages and took pictures of the children to promote this adoption program. To no fault of their own, it is Kazakhstan who has put a halt to adoptions not the US. This will not help our agency's reputation especially if any of the families with Vietnam switched to Kazakhstan. The first number of families with Vietnam was 70 and most recently I heard that number was down to 55. Those families who check into the forum and who have switched programs, mostly went with a domestic program, but out of the 15 who have left I only talk to 3 of them and they went domestic. I hope no one went to Kazakhstan and are now facing another disappointment.
On March 19, the Hague list was updated. There has been about half a dozen agencies added. Ours, unfortunately, was not added but there are almost two weeks left before the official Hague policy for the US is in practice on April 1. Even after April 1, it has been explain to everyone including Vietnam that this will be a rolling list due to the back log of accrediting agencies. The big thing is that Vietnam will allow for their list of operating agencies within Vietnam to be a rolling list as well. No news of how or if any new policy to process adoptions will be implemented by September 1 but everyone is still hopeful that all of the negotiating and discussions will result in a solution to continue adoptions.
