An update today from the agency shared that the five waiting families with children in Da Nang had their paperwork forwarded to the last step of processing in VN. Also, our update today confirmed that VN has requested a list of Hague agencies. Vietnam has voiced that they will become a Hague country. It is unknown as to how long it will take for them to become a Hague country so in the mean time they will implement a policy to only work with Hague agencies. There still is no date as to when this will begin but it could possibly be sooner than later. Again, they were made aware of the agencies still waiting to be processed onto the Hague list. This news can only be seen as good news for Steve and I since it appears that Vietnam will remain open for adoptions with the US.
Worst case scenario, we could switch to another agency all together. One that is Hague and maintains licensure with VN after the bilateral agreement is no longer in effect. At this time, I see no need for this immediately or in the near future. In time, I believe that our agency will be on par with the agencies currently on the list. So the Hague thing is not my concern. A separate concern which might cause us to switch is the lack of referrals. Where are they? I can understand the lack of them since unrest began in the early fall of 2007, but where were they before that? There were about four months of stability when referrals could have come in but they didn't. To their defense, there may have never been ANY period of stability in VN adoptions and that they always knew of the corruption before it became public knowledge. They may have been very careful not to risk ever being linked with any corruption which led other agencies to NOIDS and babies stuck in Vietnam without a visa from the US. I am still comfortable with our agency and how they have conducted themselves in what can be described as a "new" program which has required many changes to guarantee ethical and fair adoptions. I am willing to give them time to become part of this new process and have referrals come in through a process where there is no room for questions or US denial of adoption. The bottom line is that by all appearances adoptions will continue with the US and VN and we will be able to adopt either with our agency or one of the many others.
